    It is consistent

    a1/a2  ≠ b1/b2

    3/2x + 5/3y = 7 ; 9x + 10y = 14

    a1/a2 = 3/2/9 = 1/6

    b1/b2 = 5/3/10 = 1/6 and

    c1/c2 = 7/14 = 1/2

    Hence, a1/a2 = b1/b2 ≠c1/c2

The pair of linear equations is inconsistent ( No Solutions)
